An Australian local council was making decisions about services, assets and budgets on numbers that had to be reconciled by hand from systems that did not agree with each other. 3Rive built the council an enterprise data platform methodically, one department at a time, on reusable pipeline patterns so each new area came in the same way as the last. Report generation time fell by 75%, more than 50 staff across 8 departments now work from a single current view, and the council can see demand, performance and cost across its services in time to act on them. The result residents notice is simpler: services that respond faster, reach the right people, and are easier to access.
The Challenge
A council runs a remarkable range of services on a modest technology budget: rates and property, planning and building, waste, roads and assets, community and recreation, libraries, customer service, finance. Each function has its own system, bought at a different time for a different purpose, and each holds a piece of the picture.
For this council, that meant decisions on service delivery and resource allocation rested on reporting that was assembled by hand. Staff pulled extracts from departmental systems, reconciled them in spreadsheets, and argued about which number was right before anyone could act on it. Reports were weeks old by the time they reached the people who needed them, and analysts spent their time reconciling rather than analysing.
The council needed two things from a platform. It had to bring data from many departments into one place and make it usable by people who are not analysts: service managers, finance officers, executives and councillors. And it had to grow. If every new data source meant a fresh bespoke integration, the platform would stall the moment it left the first department. Public-sector budgets do not fund a rebuild per department.
The Solution
3Rive built the council an enterprise data platform on Microsoft Azure: a cloud data warehouse, governed data model and analytics layer that gives the council a single source of truth for data that had lived in separate departmental systems. It was built methodically rather than all at once. Each department was brought onto the platform in turn, its data understood, reconciled and modelled before the next began, so that every stage delivered something usable, and every stage made the next one cheaper.
Reusable Pipeline Patterns
The decisive design choice was underneath. Rather than writing a one-off integration per system, 3Rive built a small library of pipeline patterns in Azure Data Factory that cover the common shapes of council data: transactional systems, asset registers, financial ledgers, customer interactions. Bringing in a new source means applying an existing pattern, not starting again. That is what made expanding across departments affordable enough to happen, and why more than 15 sources are in rather than 3.
A Governed Data Model
Definitions that had diverged between systems (what counts as a "request", a "property", a "closed job") were reconciled once, in the platform, so every report uses the same meaning. Data quality rules run inside the pipelines and surface exceptions to data owners rather than letting them flow into reports.
Dashboards Built for Decisions, Not for the Data Model
On top of the platform, 3Rive delivered Power BI dashboards designed around the questions council decision-makers ask: where demand is rising, which assets are due, where the budget is tracking against plan, how one department compares with another. Non-technical staff get an answer in a few clicks without assembling anything from raw tables.
From Data to Service Delivery
The point of the platform is not reporting. It is what the council does with it. With demand, response times, asset conditions and cost visible together and current, service managers can put crews, contractors and budget where they are needed rather than where last quarter's spreadsheet suggested. Requests are triaged and resolved faster because the people handling them can see the whole picture. Planning and maintenance move from reactive to scheduled. Residents experience that as services that respond sooner, reach the right place, and are delivered with less friction. In the first year after the platform reached the council's works and assets function, average response time on reported road and footpath defects fell by around a fifth, because crews were scheduled against a live, prioritised picture rather than a weekly extract.

The council's own team was involved throughout, so the platform, its patterns and its data model are the council's to govern and extend.
The Approach
- Map what exists. Catalogue data sources across departments and, more importantly, find where definitions diverge between systems.
- Build the platform once. A single cloud enterprise data platform consolidating departmental data into one queryable, governed layer.
- Make the pipelines reusable. Patterns that can be reapplied to onboard new sources without a bespoke integration each time.
- Go department by department. Understand, reconcile and model each area before starting the next, so every stage delivers, and the next is cheaper.
- Design dashboards for decisions. Views built for service managers and executives, not for analysts.
- Measure the service, not the report. Track whether residents are getting faster, better-targeted and more convenient services, and tune the platform to that.
- Leave the council in control. Involve the council's own team, so the platform is owned, not rented.
